"During his career at the University of Wisconsin from the 1940's through the 1970s, Wedemeyer focused on non-traditional learners and pursued the democratic education ideals of the Wisconsin Idea while creating innovative education programs that contributed to the foundations of distance education and to today's Open Education movement. Widely considered to be a modern pioneer in distance education and one of the first to develop theory for, and to give direction to a growing and newly professionalized field, Wedemeyer made his views known through his writings, lectures and through the creation of experimental programs at the University of Wisconsin. Through his leadership at the International Council for Open and Distance Education, he developed a global network of collaborators, and as a consultant during the formative years at the Open University of the United Kingdom, he imparted the concepts of a pedagogical approach based on system theory which combined various technologies and media in distance education.
